T001 - Mature Beech (Fagus sylvatica) Observations: Mature beech with a substantial fungal fruiting body present at the base of the stem, visually consistent with Ganoderma spp. Sounding of the lower stem with a sounding mallet produced a pronounced hollow response extending from the base to approximately 2 m above ground level on the road-facing side, indicating potentially significant internal dysfunction and decay within the lower main stem. The defect is located within the tree?s primary load-bearing region, where the main stem transfers crown loading into the root system. Decay or loss of sound wood in this area is therefore considered structurally significant. The full extent of internal decay and remaining residual wall thickness could not be quantified through ground-based inspection alone. The tree supports a large mature crown and is located immediately adjacent to a public highway, with pedestrians, moving and parked vehicles, and nearby residential properties within the potential failure zone. Recommendation: Dismantle T001 to near ground level. The recommendation is based on the presence of basal fungal decay, the pronounced hollow response extending approximately 2 m up the lower stem, and the location of the defect within the principal load-bearing region of the tree. These findings materially reduce confidence in the tree's long-term structural reliability. Although the tree provides significant local amenity value within the Conservation Area, this is considered outweighed by the extent and structural significance of the identified defects and the potential consequences of whole-tree or basal failure onto the adjacent highway and surrounding targets.
Consent was granted under application reference AT/2023/0123; however, the approved tree works were not undertaken. A new application is therefore being submitted. T1 ? Lime: Pollard to the specified height to manage the risk associated with extensive decay and hollowing within the lower stem. Mallet sounding indicates that the hollow extends approximately 750 mm above the uppermost visible cavity. T2 ? Western red cedar: Fell to ground level due to its poor physiological and structural condition following historically inappropriate and excessively severe pruning. The previous pruning does not accord with current good arboricultural practice as set out in BS 3998:2010 and has left the tree with limited potential for satisfactory long-term retention. The tree has limited visibility from public vantage points, and its removal would therefore have little effect on the area's wider visual amenity. T3 ? Oak: Reduce the crown to suitable growth points near the former pollard points, retaining adequate live growth wherever practicable. The work is required to reduce crown dimensions and associated mechanical loading because the tree occupies a confined position immediately adjacent to a boundary wall. The crown is markedly asymmetrical due to suppression and shading from taller neighbouring trees.
T001 - Horse chestnut (Aesculus hippocastanum): Reduce the crown by up to 2 m in height and up to 2 m radially, to leave an approximate post-work crown radius of 5.5 m and an approximate overall crown spread of 11 m. Retain a balanced crown form and undertake all pruning to suitable growth points in accordance with BS 3998:2010. T002 - Sycamore (Acer pseudoplatanus): Reduce the crown height by up to 2 m, retaining the existing approximate radial crown spread of 7 m and approximate overall crown spread of 14 m. Minor lateral balancing cuts may be undertaken only where necessary to achieve a balanced and proportionate crown form. Undertake all pruning to suitable growth points in accordance with BS 3998:2010. The works are being undertaken as part of informed, proportionate crown management in line with the survey recommendations to manage canopies that have been previously reduced. Details contained within the attached schedules and report.
T003 ? Mature lime: Pollard to the main crown break, retaining the main stem and permanent primary scaffold framework. Thereafter manage as a cyclical pollard, with re-pollarding anticipated approximately every seven years. The works are requested following a ground-based assessment and subsequent climbing inspection. The aerial inspection identified multiple cavities within load-bearing primary branches supporting substantial upright stems. Three cavities were reported to extend beyond the diameter of the affected branch when investigated using an eight-inch probe. Further cavities and significant historic pruning wounds with associated decay were also recorded. The affected crown is exposed to wind and overhangs St Marychurch Road, the unsheltered Hatfield Cross bus stop and parts of Lynway Court. The inspecting arborist considered ordinary crown reduction but concluded that it would not sufficiently address the defects distributed through the primary crown. Pollarding is therefore proposed as a tree-retention and risk-management measure, rather than removal. T004 ? Mature lime: Crown reduce from approximately 30 metres to 28 metres in height and reduce radial spread from approximately 9 metres to 7.5 metres. Retain a natural flowing canopy outline and prune to suitable growth points. The T004 works are limited to crown reduction; pollarding is not proposed for this tree. T004 has previously been crown reduced and has responded with approximately 1?1.5 metres of regrowth. The proposed reduction continues this established management approach while retaining the tree?s overall form and amenity contribution. Both trees will be retained. All works will be undertaken by a competent and appropriately insured arboricultural contractor in accordance with the approved specification and BS 3998:2010, subject to appropriate ecological and highway-safety controls.
T004 Holm oak - Previous stem failure at 1m with decay established in remaining stems however appears relatively confined at present; smaller stem weighted towards low use seating area, failure of which considered for risk assessment - Reduce crown height by approx 3m to leave the tree at 15m. Variation of conditions in relation to P/2024/0432 (Extension and reconfiguration of mixed-use residential-commercial building to six apartments. Existing commercial space to be retained.): Condition P1- (Approved plans) & 04 - (Joinery). Variation sought: revised drawings to reflect design amendments (retrospective) and retention of heritage-style uPVC windows.
Beech T1, T2 and T3 - Lift branches over the road to a minimum height of 5.2?m (standard UK highway clearance for vehicle routes). Lift branches over the pavement to a minimum height of 2.1?m (standard pedestrian clearance). Remove or shorten only branches that obstruct safe passage or visibility, in accordance with the Highways Act 1980, s 154. Pruning to follow BS 3998: 2010 ? prune to suitable secondary growth points, avoid excessive thinning, and retain group structure. The Beech group is producing low lateral growth that obstructs the public highway, affecting safe pedestrian and vehicle movement. The landowner is required to prevent vegetation from endangering or obstructing highway users. The proposed works restore statutory clearance and are reasonable, proportionate, and consistent with BS 3998 and NTSG principles.
T13 Lime Dismantle and fell close to ground level. All works to be carried out in accordance with BS 3998:2010 Tree Work ? Recommendations. Remove all cut material from site and return to a Teign Trees depot for recycling, leaving the area safe, clean and tidy.

Justification for Felling T2 and T3 Pittosporum 1. Species Unsuitability for the Location Both T2 and T3 are Pittosporum, a species generally used as ornamental screening shrubs. They are not suitable for long-term retention as large trees in a confined, built-up commercial setting. When allowed to grow beyond their intended size, Pittosporum develop: - Weak, multi-stemmed forms - Shallow, spreading root systems - Poor structural resilience under load This makes them unsuitable for retention near buildings, walls, and guest areas. 2. Structural Damage to the Retaining Wall The trees are causing active structural damage to the stone wall at the hotel entrance. Signs include: - A full-height vertical split - Outward displacement of masonry - Root pressure from behind the wall Ivy-laden stems worsen moisture retention and decay. This represents direct physical damage, which is a valid and accepted reason for felling within a TPO Area. 3. Foreseeable Risk of Failure The combination of: - Root pressure against a failing wall - Multi-stemmed, ivy-laden crowns - Suppressed growth form coupled with proximity to the hotel entrance, driveway, and pedestrian routes, creates a foreseeable risk of partial or complete tree failure. In a hotel environment with constant public access, the acceptable risk threshold is low. Pruning would not resolve the underlying structural issues and could accelerate decline, contrary to BS3998:2010. 4. Limited Management Options Crown reduction would not relieve root pressure or stabilise the failing wall. Repeated pruning would create large wounds and increase the risk of decay. Root pruning is not feasible without destabilising the trees or further damaging the wall. Retention would require wall reconstruction, which cannot be safely undertaken while the trees remain in place. Felling is therefore the only proportionate and practical option. 5.
